The ZSVR minimum standard is the official German framework that determines the recyclability of packaging subject to system participation. When you sell packaged goods to private consumers in Germany, you pay fees to a dual system to cover the cost of collecting and recycling that waste. However, not all packaging costs the same to process. A simple cardboard box is easy to recycle, while a pouch made from bonded layers of plastic and aluminium is nearly impossible to separate at a recycling facility.
To ensure fairness and encourage better design, German law requires system operators to modulate these fees based on how easily the materials can be recovered. The minimum standard provides the exact technical criteria they must use to judge your packaging. While you do not submit your designs directly to the authorities for approval, this standard dictates the exact framework your chosen dual system applies when calculating your invoice. Understanding this standard helps you choose packaging materials that keep your compliance costs down.
What the ZSVR minimum standard actually means
The minimum standard outlines the methodology and criteria for determining the recyclability of packaging subject to system participation, under section 21 (3) of the German Packaging Act (VerpackG) (FAQ for the 2025 edition of the minimum standard for determining). It is published yearly by the Zentrale Stelle Verpackungsregister (ZSVR) in agreement with the German Environment Agency (UBA) (ZSVR minimum standard for recyclable packaging).
Instead of looking at theoretical recyclability, the methodology evaluates what share of a packaging unit can actually find a second life, taking into account the realities of existing sorting and recovery practices in Germany (Minimum standard - Zentrale Stelle Verpackungsregister, ZSVR), (Information about the minimum standard for determining the recyclability of packaging subject). This means that if a material could technically be recycled in a laboratory but the physical infrastructure to collect and sort it does not exist in the real world, it will not be deemed recyclable. The 2025 edition reorganised these determination rules into specific packaging categories based on the predominant material, gathering all relevant information for a specific packaging format into one place to make it easier for manufacturers to find the relevant criteria.

It also clarifies that paper and cardboard packaging face the same requirements to ensure sortability as paper-based composite packaging, ensuring that these materials can go into high-quality recycling streams.

If you distribute packaged goods to private consumers in Germany, this standard directly affects your bottom line. The minimum standard applies specifically to packaging that is subject to system participation. Whether your packaging falls into this category depends entirely on whether the specific retail, grouped, or shipment packaging typically accumulates as waste with private final consumers.
Producers and distributors themselves are not legally bound to implement the standard directly. However, the system operators you contract with use the results of the determination of recyclability under the minimum standard as the basis for the amount of participation fees they impose. If your packaging design includes materials that are difficult to separate, you will face higher fees. Conversely, highly recyclable packaging becomes cheaper to license.
Packaging intended exclusively for export and not placed on the German market is not subject to system participation and therefore falls outside the scope of this standard. If you only sell business-to-business (B2B) packaging, this standard also does not apply to you, though other regulations like the Commercial Waste Ordinance might.
How often is the ZSVR minimum standard updated, and when does it apply?
The key date is annual: the minimum standard is reviewed and updated every year, and its applicability thresholds are set material by material.

Common misconceptions about the minimum standard
“The ZSVR tests and approves my packaging”
The ZSVR does not test individual packaging or issue recyclability certificates for sellers. The standard is a rulebook for the system operators (the dual systems) who manage your participation fees. You report your volumes and material types to your system operator, and they apply the standard to calculate your costs.
“Theoretical recyclability is enough to get lower fees”
A material might be highly recyclable in a controlled laboratory environment, but that does not mean it qualifies under the standard. The methodology explicitly relies on actual sorting and recovery practices in Germany. If the municipal infrastructure does not exist to sort and recycle your specific material at scale, it will not be classed as recyclable.
“My supplier told me the packaging is biodegradable, so it must be compliant”
Many suppliers market packaging as green or biodegradable, but these materials often fail the minimum standard. In Germany, many biodegradable plastics are sorted out of the recycling stream and incinerated because the facilities cannot process them efficiently alongside standard plastics. Always check how the material is classified under the ZSVR standard, not just the supplier's marketing claims.
“The minimum standard applies to all commercial waste”
The standard only applies to packaging that is subject to system participation, meaning packaging that ends up with private consumers. Transport packaging, industrial packaging, and packaging subject to a deposit do not fall under this specific requirement.
4 examples of how the standard assesses packaging
Composite pouches
A stand-up pouch made of 80 percent plastic and 20 percent aluminium cannot be separated by hand and falls under the definition of composite packaging. Because these materials interact poorly in the recycling process and cannot be easily split, the packaging will likely achieve a very low recyclability percentage and attract a higher participation fee.
Paper with heavy plastic layers
A cardboard shipping box coated in a thick plastic laminate will be assessed on whether the paper fibres can be successfully separated from the plastic during the pulping process. If the laminate prevents fibre recovery, the recyclability score drops significantly, costing the merchant more in fees.
Dark plastic trays
Black or very dark plastic trays often cannot be detected by the near-infrared scanners used in German sorting facilities. If the scanners cannot identify the specific plastic resin, the tray ends up in the residual waste pile. Under the standard, this packaging is generally considered non-recyclable in practice.
Grease-resistant wrappers
A fast-food wrapper printed with inks on the EuPIA Exclusion List or treated with PFAS for grease resistance contains designated incompatibilities. These chemical additions contaminate the recycling stream, negatively impacting the packaging's recyclability rating under the 2025 standard.

Frequently asked questions
Is there an official tool to calculate my packaging recyclability?
The ZSVR does not currently provide its own calculation tool. If you use calculation tools from other organisations or software providers, the calculation must follow the rules defined in the minimum standard, especially those set out in Annex 2. It is your responsibility to ensure any third-party tool complies with the official methodology.
Does the standard cover packaging subject to deposit?
No. Packaging subject to a deposit, such as single-use PET beverage bottles, does not fall under the system participation requirement. Because this packaging must not be disposed of in yellow bags or bins, it is not taken into account when determining the application rates for the minimum standard.
What happens to innovative materials not yet listed in the standard?
Innovative packaging materials not explicitly listed must be assessed based on their chemical composition, separability from other materials, and their compatibility with established recycling processes. The 2025 standard also makes it possible to classify a material as a valuable material by providing individual evidence, paving the way for new packaging innovations to enter the market if they are genuinely recyclable.
Does this standard apply to business-to-business packaging?
The minimum standard only applies to packaging subject to system participation, which is packaging that typically accumulates as waste with private final consumers. It does not apply to B2B transport or industrial packaging. However, from an ecological perspective, designing B2B packaging for recyclability is still highly recommended to make recovery easier.
How does this relate to the upcoming EU Packaging Regulation?
The new 2025 minimum standard helps prepare the market for the European Packaging and Packaging Waste Regulation (PPWR), which will require all packaging to be either reusable or designed for recyclability. For example, the 2025 edition incorporated the classification system set out in Article 6 of the PPWR to make the transition easier for companies. From 2030 onwards under the PPWR, more than 70 percent of packaging content must be recyclable or reusable, and packaging falling below this limit will no longer be permitted on the German market.
