A packaging compliance scheme – in most EU countries called a producer responsibility organisation (PRO) – is the body you register with, report your packaging weights to and pay your EPR fees through. In 14 EU markets, enough overlapping rates are published for an honest side-by-side comparison; Gramta builds each one from 3,074 sourced fee records, reviewed 11 Aug 2026.
Each card below is one material that two PROs in the same country both publish a price for – and how much more the expensive one charges for exactly the same thing. Picking the right PRO is pure savings, and the gaps are bigger than most sellers expect.

It registers you into the national system, collects your packaging data, finances collection and recycling from the fees it charges, and reports to the authority. Registering with one is how most companies selling packaged goods become EPR-compliant in a market.
In everyday use, yes – packaging compliance scheme, producer responsibility organisation (PRO), recovery organisation and dual system all describe the same role. The producer register is different: that is the government-run list of obligated companies you must usually also appear in, separately from your scheme membership. The register records who you are; the scheme handles your data and fees.
In markets with competing schemes you can usually switch at contract renewal – calendar-year cycles and notice periods of a few months are common, and your registration number typically moves with you. Check the notice period and any joining or exit fees before signing, and remember that a switch mid-year can mean reporting to two schemes for one year.
Not automatically. The per-kilogram rate that looks cheapest may apply to a material you barely ship, sit behind a higher minimum fee, or exclude a packaging stream you need covered.
