How long does EPR registration actually take, country by country?

Extended producer responsibility registration lead times vary widely across Europe: Germany issues your registration number the moment you submit the online form, while France delivers your unique identifier within 8 days of membership confirmation. Other markets run on fixed statutory windows, up to 30 days in Poland and 63 days to license a scheme in Estonia, or slower postal and multi-step activation processes, compared here across 11 EU markets.

Lead time matters more than it used to, because you cannot start selling while you wait. Since 12 August 2026, Article 44(4) of the Packaging and Packaging Waste Regulation (EU) 2025/40 prohibits making packaging available in a member state before you are registered there, and Article 44(2) requires that registration in every member state where you first place packaging on the market.

Low volume does not remove the duty either: under Article 44(8), a producer placing under 10 tonnes a year on a market still registers but reports a reduced data set (due by 1 June each year). So treat the processing times below as work that must finish before your first order ships, not alongside it.

France: Citeo and Adelphe processing times

France operates a strict system where there is no minimum threshold; compliance is required from your first packaging unit. When registering with the Citeo online registration portal, the registration contract is signed online, and you receive confirmation of your membership within a few days. If you choose Adelphe, you can also complete the Adelphe online registration form in a few clicks to establish your contract.

Once your packaging compliance contract is signed and confirmed, your chosen producer responsibility organisation submits your details to the French agency for ecological transition (ADEME). ADEME generates your Unique Identifier Number (UIN), known as the Identifiant Unique (IDU). Your provider will send you your unique identifier within 8 days maximum of your membership confirmation. This unique identifier must be displayed in your terms and conditions, contract documents, and on your website.

If you place packaged products on the market without a valid unique identifier (IDU), you risk an administrative fine of up to €30,000 under Article L541-9-5 of the French Environmental Code.

Italy: CONAI registration and portal activation

In Italy, producers and importers of packaged goods must join the national packaging consortium, CONAI. The membership process is fully digital. You must submit your application through the official CONAI online registration portal, which routes the request via the national "impresainungiorno" web portal. This system requires authentication via SPID or the Carta Nazionale dei Servizi (CNS).

Initial membership confirmation and the assignment of your socio code are completed online as soon as the application is transmitted. However, if you need to set up a full or declaring user profile to submit your periodic packaging reports, the system requires a manual check. Activating that profile in the CONAI declarations portal therefore takes a little longer than the initial sign-up before your account is fully ready to file.

Germany: LUCID register (immediate)

Germany is one of the fastest markets to register in. Registration in the LUCID packaging register, run by the Central Agency Packaging Register (ZSVR), is free of charge and processed immediately upon submitting your online application — most producers receive their registration number within 24 hours.

There is one critical catch that trips up sellers who outsource compliance: under Section 35(1) of the German Packaging Act (VerpackG), third-party service providers are legally barred from registering on your behalf, so you must complete this step independently. If you also sell electrical and electronic equipment (WEEE), note that registration with stiftung ear is a separate process that currently runs to several weeks because of high application volumes.

Poland: BDO waste database (up to 30 days)

Registration in the national waste database, BDO, is mandatory before you place packaged goods on the Polish market. The marshal of the voivodeship has up to 30 days to process your application and assign your unique registration number, login and portal password. Because a paper filing can take even longer, you should submit your application at least 30 days before your target launch date.

Austria: EDM register (postal credentials)

Austria's EDM register (Elektronisches Datenmanagement, operated by Umweltbundesamt GmbH) uses a two-step process with credentials delivered by post. After you submit the online application, the registration office sends your access data by mail — the username, including your Personen-GLN, and the password arrive in separate mailings a short interval apart. Budget up to around three weeks for postal delivery before your account is fully active and you can file.

Denmark: DPA register (14 days before market)

Under the Danish Packaging Ordinance, you must register in the Dansk Producentansvar (DPA) register at least 14 days before first making packaging available on the Danish market. There is no minimum-quantity threshold, and your registration is complete once the registration fee has been paid and proof of registration has been issued.

Hungary: MOHU portal (15–30 day contracting)

In Hungary, producers must register on the partner portal of the state concession company, MOHU, within 15 days of starting their packaging activity. Where you opt for individual fulfilment under Government Decree 80/2023, MOHU sends a draft concession subcontract within 15 days of your portal registration, and the contract must be concluded within 30 days after that draft is sent. If you sell beverages subject to the deposit-return system (DRS), a separate MOHU product-registration audit applies before those products can be placed on the market.

Ireland: Repak membership (no published lead time)

Ireland is the exception where the classic "processing time" question no longer applies. The option to self-comply under local-authority oversight was abolished on 1 January 2023, so every major producer — a business with turnover above €1 million that places 10 or more tonnes of packaging on the Irish market — must now join Repak, the country's only approved packaging compliance scheme. Repak does not publish an official processing timeline for scheme membership, so start the membership conversation well ahead of your launch rather than assuming a fixed window.

Estonia: Packaging Register and PRO licence (up to 63 days)

For a typical e-commerce seller, meeting Estonia's obligation means joining a licensed recovery organisation and reporting to the Packaging Register run by the Estonian Environment Agency — a comparatively quick step. The 63-day figure people cite applies one level up: under Section 17 of the Estonian Packaging Act (Pakendiseadus), the Environmental Board must issue the activity licence to a recovery organisation (a PRO) within 63 days of receiving a proper application. Plan around your chosen scheme's onboarding, not the licensing window, unless you intend to run compliance yourself.

Malta: ERA register (acknowledged within one month)

Under Regulation 21 of S.L. 549.43, the Environment and Resources Authority (ERA) must issue an acknowledgement notice approving your registration or renewal within one month of receiving a complete application. Registration is required once you place more than 100 kg of packaging or packaging material on the Maltese market, and it must be renewed annually.

Greece: EMPA register (instant account, staged certificate)

Digital account activation on the National Producers Registry (NPR-EMPA), managed by the Hellenic Recycling Agency (EOAN), is near-instant by email. Printing your final Producer Registration Number (PRN) certificate, however, requires a multi-step verification: your chosen collective scheme must confirm your contract, and EOAN must then carry out final validation. That validation step does not operate under a statutory deadline, so allow buffer time before you rely on the certificate as proof of registration.
