EPR for Shopify sellers: what you must do to ship into the EU

EPR for Shopify sellers applies when the business behind the store is the producer for packaged goods placed on an EU market, and using Shopify does not transfer that responsibility away from the seller. Since 12 August 2026, PPWR producer-registration rules require registration in each Member State where the producer first makes packaging available.

Does a Shopify seller count as the EPR producer?

A Shopify seller can be the producer when it sells packaged products directly to end users in an EU Member State, including through distance sales. Article 3 of Regulation (EU) 2025/40 expressly includes businesses established in another Member State or a third country that make packaging or packaged products available directly to end users in a Member State.

PPWR means the legal question is who places the packaged product on the destination market, not which storefront software processes the order. A merchant selling from its own Shopify store should therefore assess who is the obligated producer for every market it ships to.

A Shopify storefront does not create one EU-wide EPR registration. The producer must register in each Member State where it first makes packaging or packaged products available. Regulation (EU) 2025/40, Article 44

Does Shopify register or report EPR for you?

Shopify does not become the packaging producer merely because a merchant uses its software to run a direct-to-consumer store. The PPWR places producer registration, EPR and reporting duties on the business that meets the producer definition.

A merchant's own store is different from the specific rules the PPWR gives to providers of online platforms that enable consumers to conclude distance contracts with producers. Article 45(4) of Regulation (EU) 2025/40 requires those platforms to obtain producer-registration information and a self-certification before allowing producers to offer products, and it allows some EPR obligations to be carried out under a written mandate.

A merchant should therefore not assume that a Shopify subscription, payment setup or fulfilment app has completed EPR registration. The merchant still needs to determine its own obligations in the destination country and complete the required register, scheme and reporting steps.

Do Shopify sellers register once for the whole EU?

No. EU packaging EPR remains operationally country-specific. PPWR Article 44 requires a producer to register in the producer register of each Member State where it first makes packaging or packaged products available.

A Shopify merchant shipping to Germany, France and Spain can therefore face three separate national compliance workflows. The authorities, producer-responsibility organisations, identifiers, reporting formats and payment arrangements can differ by country.

Per-market registration is the practical reason to treat expansion into each EU destination as a compliance event. The process for registering in each EU market should be checked before sales begin rather than after a marketplace, authority or scheme asks for an identifier.

What Shopify data can you use for EPR reporting?

Shopify exports are useful for the sales side of the calculation. Shopify's official help centre explains how merchants can export orders as CSV files, including order-level information that can be used to identify what was sold and where it was shipped.

Shopify can also export product data to CSV. Its product CSV format contains a product or variant weight field, but Shopify defines that field as product weight, not a breakdown of the packaging around the product.

The product-versus-packaging distinction matters because EPR reporting is commonly based on packaging quantities and material weights. A product weight of 500 grams does not tell you whether the order used 40 grams of cardboard, 8 grams of plastic film and 2 grams of tape.

A usable EPR data set therefore combines:

  • order or sales data showing product, quantity and destination market
  • a packaging specification showing each packaging component
  • material type and weight for each component
  • any national classification needed for the destination scheme, such as household or commercial packaging

The practical workflow for getting packaging data from a store export starts by joining those two data sets rather than trying to infer packaging from sales value or product weight.

How is Shopify different from selling on a marketplace?

A direct Shopify store usually leaves the seller clearly visible as the business making the distance sale. A marketplace introduces an additional regulated platform that can have verification duties and, where a written mandate exists, may carry out certain EPR obligations for producers under PPWR Article 45(4).

Platform verification does not mean every marketplace automatically becomes the packaging producer or completes every registration. The actual arrangement must be checked against the platform's current programme and the law of the destination market.

The practical contrast is therefore simple: do not expect a Shopify storefront to act as your compliance intermediary. Build the registration and reporting process around the legal entity making the sale.

What should a Shopify seller do first?

Start with the countries where the store actually ships. A sensible sequence is:

  1. List destination markets. Use recent orders and shipping settings to identify every EU country receiving packaged goods.
  2. Determine producer status. Check who is the obligated producer for the sales model in each market.
  3. Map national registration steps. Identify the authority or register, EPR scheme and any authorised-representative requirement before continuing sales.
  4. Create a packaging specification. Record the material and weight of the product packaging and the shipping packaging used for each SKU or order type.
  5. Join sales and packaging data. Multiply the packaging specification by the real units shipped into each market.
  6. Report and pay on the national schedule. Keep each country's reporting periods, scheme rules and deadlines separate.

A maintained packaging specification scales better than trying to reconstruct packaging quantities at the end of the year.
